Support for families of missing civilians to increase

The government has approved an allocation of 6.6 million drams from the “Support to vulnerable social groups” program’s “Benefits aimed at improving family living standards” measure. The funds will go to improve the financial situation of families of civilians missing as a result of the 2020 Artsakh war.

According to budget data for the measure:

  • Actual spending for 5 months: 8,974,289.1 thousand drams
  • Approved budget for 9 months: 17,277,240.0 thousand drams
  • Projected 9-month spending: 16,558,302.9 thousand drams (avg. monthly spending: 1,839.7 thousand drams)
  • Projected free funds: 718,937.5 thousand drams, of which 6,600.0 thousand drams will be reallocated.

The approved annual budget is 22,738,421.0 thousand drams, with projected annual spending at 22,654,846.8 thousand drams (avg. monthly: 2,032.0 thousand drams), reflecting an increase due to the new vulnerability assessment system. Projected free funds for the year total 83,574.2 thousand drams, from which 6,600.0 thousand will be reallocated. No reduction in annual output indicators is planned.

Another project under the same measure proposes an 80.0 million dram adjustment with corresponding reductions in performance indicators.

As per a government decision of January 9, 2025, the new vulnerability assessment system is being introduced in phases. Since March 17, it has been implemented in Kotayk and Syunik regions. Under the new system, the average benefit is expected to be about 49,330 drams, compared to the current 33,350 drams, meaning fewer beneficiaries but higher average benefits. No additional funding will be required before the end of the year.
