Regulator extends ENA probe deadline by one month

Armenia’s Public Services Regulatory Commission (PSRC) has decided to extend the deadline by one month for the administrative proceedings launched against Electric Networks of Armenia (ENA). The decision was made on October 10, according to an official commission statement.

The administrative case was initiated on July 18, 2025, to investigate potential violations of energy sector legislation.

The PSRC noted that the company’s temporary administrator has submitted extensive additional documentation, requiring more time for comprehensive review to ensure an objective and thorough discussion of the facts. As a result, the commission has extended the deadline by one month. This extension also applies to Tashir Capital LLC and Liormand Holdings Limited, both of which are involved as third parties.

The commission reiterated its commitment to fully uncover all circumstances of the case and to guarantee the right of all parties to be heard.

The decision was signed by PSRC Chair Mesrop Mesropyan.

Businessman and philanthropist Samvel Karapetyan and his family, who control ENA, recently won an emergency arbitration case against the Armenian government over attempts to nationalize the utility.

On July 22, 2025, the emergency arbitration tribunal of the Stockholm Chamber of Commerce ruled that Armenia must refrain from applying recent legislative provisions regarding ENA and halt any further steps toward nationalization.

In response, the Armenian government said that while it respects the ruling, the scope of the arbitration differs from the purpose of appointing a temporary manager, and all parties must still comply with Armenian law.
