Romanos Petrosyan, the temporary manager of Electric Networks of Armenia (ENA), said it is likely that the company will soon lose its license in accordance with legal procedures. He made this statement in a video posted on his Facebook page.
“Based on numerous major violations and apparent legal offenses revealed through oversight and inspections conducted in recent months under the temporary manager’s mandate at ENA, I consider it likely that ENA will soon be stripped of its license as per the law,” Petrosyan stated.
He noted that the proceedings are set to conclude on November 18, and the Public Services Regulatory Commission (PSRC) is expected to convene a session within the next 7 to 10 days. “Before that, by law, the draft of the final decision must be published three days in advance. The other party will have the opportunity to review it and present its position at the PSRC meeting,” he added.
According to Petrosyan, one of the most serious violations is the long-standing falsification of data, which impacted tariff policy.
“ENA’s managers and executives submitted falsified reports for years, which affected the formation of electricity tariffs,” he said.
The second violation concerns the procurement system. Petrosyan claimed that ENA has conducted biased and discriminatory procurements for years, steering the market toward companies affiliated with the Tashir Group.
“For many years, investment projects worth tens of billions have been implemented by economic entities affiliated with Tashir Group, effectively excluding third-party players from the energy system and hindering sectoral development,” he said.
The third major violation, according to the interim manager, involves concealing the company’s actual capacities, losses, and shadow turnover from the public and the government. He asserted that tens of millions of kilowatt-hours in shadow turnover have been recorded in the network, monetized across various sectors of the economy.
Petrosyan added that around 15 criminal cases have already been initiated based on the above-mentioned violations. These cases are currently under investigation by the Anti-Corruption Committee and the Investigative Committee.
On November 13, the Public Services Regulatory Commission is scheduled to hold a session to address the potential suspension of ENA’s electricity distribution license №0092.
