The situation with human rights in Azerbaijan is exceptionally bad, is noted in the annual report of the US State department for human rights in the world. In the report, as Baku news sources report, is stated that Heydar Aliyev was reelected as a result of questionable elections during which many violations of electing code were committed. The parliamentary elections in 2002 November were held with many serious violations, particularly in the process of the counting of votes. The authors of the report note that judicial authority is depending on the executive power: it is corrupted and not effective and the MIA and the MNS directly submit to the President. According to the US State department, the Azeri government violates the economic rights of the citizens also. Despite the fact that the government speaks about its devotion to the development of market economy in the country, corruption and protectionism actively prosper. As a result, improvement in the social-economic conditions of Azeri citizens is not observed.
