The statement of the Council of Europe on NKR local government elections being illegitimate is a result of an erroneous approach. President of the Parliamentary Assembly of the Council of Europe Lord Russell-Johnston stated it in course of the meeting with Armenian Prime Minister Andranik Margarian. During the talk with the Armenian Foreign Minister Vardan Oskanian, he similarly evaluated the document, which he had signed earlier. He noted “CE leadership’s evaluation of the situation concerning elections in NKR was erroneous.” “Actually, holding local government elections in Karabakh cannot adversely affect peaceful settlement of the Karabakh conflict,” – Johnston stated. Let us remind that the Council of Europe called on Nagorno Karabakh authorities earlier to refrain from holding the elections, considering it illegitimate. In the meanwhile, the official Washington initially stated it did not consider the elections could threaten the Karabakh conflict settlement.
