ELECTIONS IN NAGORNO KARABAKH WILL BE HELD IN SPITE OF CE LEADERSHIP’S APPEAL

Elections of the local autonomous bodies of Nagorno Karabakh will be held in spite of the appeal addressed to NKR authorities by the leadership of the Council of Europe. The statement of the NKR Foreign Minister spread on Saturday says this. As we have already reported, Chairman of CE Minister Committee Ernst Valch, Chairman of CE Parliamentary Assembly lord Russell Johnston and CE Secretary General Walter Schwimmer addressed a message to the Nagorno Karabakh authorities with an appeal to refrain from holding elections of the local autonomous bodies. The authors of the document declared that “in case of holding the elections the position of the Karabakh side will contradict to the obligations undertaken by Armenia and Azerbaijan while entering the Council of Europe”. “Formation of local autonomous bodies via elections is one of the principal positions of the authorities of the Nagorno-Karabakh Republic on the way to establishing democracy and creating civil society in NKR,” – the reply message of the Ministry of Foreign Affairs says. The leadership of NKR considers holding regular elections in NKR all the more at the level of local authorities does not hamper the political resolution of the Karabakh conflict. “It is commonly known that it is precisely the authorities formed on the basis of free and just elections that have the proxy given by the people to hold political negotiations and be responsible before the international community for the political-legal obligations undertaken,” – the statement notes. Let us remind that the elections are planned for September 5 this year.
