UNLIKE AZERBAIJAN, NO PRELIMINARY CONDITIONS ARE LAID TO ARMENIA FOR ENTRY TO THE COUNCIL OF EUROPE

Despite the fact that on November 8 the Ministers Committee of the Council of Europe invited Armenia and Azerbaijan to become full members of the CE, there is a qualitative difference between the CE’s approach towards Armenia and Azerbaijan, said deputy foreign minister of Armenia Tatul Margarian in the interview to Mediamax.
The diplomat noted that unlike Armenia, additional preliminary conditions are laid to Azerbaijan due to dissatisfying results of November 5 parliamentary elections. In particular, as the minister mentioned, Azeri authorities have to present a report on amendments to dereliction observed during the elections to Mili-Mejlis. Besides, constitutional reforms are to be realized in Azerbaijan.
Margarian also said that the National Assembly of Armenia has to ratify the CE regulations before January 2001, when the state flag of Armenia is raised in Strasbourg, after which, the diplomat said, the President and the Foreign Minister of Armenia will officially visit Strasbourg. During the visit Robert Kocharian will hand over the ratified document about CE regulations passage to CE General Secretary Walter Schwimmer, and Minister Oskanian will sign the European Convention of Human rights and main freedoms defense. -0-
