Azerbaijani delegate cites RA Constitution as obstacle to peace

During the 108th NATO Parliamentary Assembly Rose-Roth seminar in Yerevan, Azerbaijani delegate Murad Mammadov told reporters that the “only obstacle” to signing a peace agreement with Armenia is its current constitution.

“Azerbaijan has no territorial claims against Armenia, but under Armenia’s constitution, there are territorial claims against Azerbaijan. This could be the sole obstacle to the treaty,” he said, according to Panorama.am .

Asked about returning Armenian prisoners, Mammadov replied: “I cannot share many details, as the issue remains under process and investigation. There are defendants who, under Azerbaijani law, are considered lawbreakers, and that is why they are being held in Baku. All soldiers have been released, but the cases of the political and military leadership are still under review.”

On the question of the “Western Azerbaijan” narrative, he claimed it was “just an NGO serving the people’s interests.”

“It mostly relates to cultural heritage, as people lived in those areas for many years and wish to visit,” he said.

Delegates from Turkey and Azerbaijan are among the participants of the Yerevan NATO seminar. From September 19–21, Armenian NSS Director Andranik Simonyan was in Baku for an international forum, though details of his visit remain undisclosed.
