Levon Hovsepyan: there’s a convert agreement forbidding Azerbaijan from starting war without prior consent of Turkey

Turkey is using different means to gain influence over Azerbaijani defense system, according to a senior expert at political research institute.

As Levon Hovsepyan told a news conference in Yerevan, both in Turkey and Azerbaijan, serious work on formation of officer staff in Azeri army is in progress.

“According to official data, 1130 Azeri servicemen were retrained in Turkey; 4000 soldiers were retrained in Azerbaijan under the guidance of Turkish experts,” Hovsepyan observed, adding that the programs aim at forming pro-Turkish moods among Azeri soldiers.

“There’s a convert agreement forbidding Azerbaijan from starting a war without prior consent of Turkey,” the expert said.

At the same time, he didn’t preclude Ankara’s secretly supplying weapons to Baku.
