March 31 in the course of the spring session of the Parliamentary Assembly of the Council of Europe (PACE) the report on the presidential election held in Armenia was heard. As reported by “Mediamax” agency, head of the observer delegation of the Council of Europe Lord Russell-Johnston delivered a renewed version of the report arranged earlier, where data on the second round of the presidential election held in Armenia March 5 were presented. “The vote on the election day was held in a calm and organized manner. The electoral process was well-organized at most polling stations (87% of the total, where observers were present) and transparent for observers and proxies. I witnessed an excellent organization of the election at all election centers I visited. Unfortunately, the picture, of which other observers were witnesses was different,” – Russell-Johnston’s report says. In his words, numerous insertions of ballots into ballot boxes caused most concern of the observers. The CE observation mission head expressed hope for the Armenian authorities to take efficient steps to improve the situation within the period left before the parliamentary election May 25. Lord Russell-Johnston came in favor of sending a large group of PACE observers to the election in Armenia. Moreover, Russell-Johnston suggested the PACE Bureau to discuss the issue of sending a special mission to Armenia a month before the election.
