With postponing the voting for an uncertain period yesterday the UN General Assembly actually refused the draft of Azerbaijan’s resolution on territories, which form a “safety belt” around Nagorno Karabakh. Only controlling these territories the Armenian side can secure the Armenian population of the NKR and prevent military operations. Representatives of the US, France and Russia spoke against Azerbaijan’s resolution endorsed by Turkey and Pakistan. Azeri Foreign Minister Elmar Mamedyarov stated that Azerbaijan is concerned over the fact that these territories are being settled by Armenians. He also noted that the resolution draft was not meant to put the conflict settlement on the UN agenda. Armenia’s representative Armen Martirossian in his turn refuted the facts introduced by the Azeri party pointing out that Armenia does not render state support for the resettlement of these regions. He confirmed the Armenian position, due to which Nagorno Karabakh has never been and will not be a part of Azerbaijan. The US representative speaking on behalf of the states Co-Chairs of the OSCE Minsk Group mentioned that Azerbaijan’s concern might be addressed to the OSCE. He backed Azerbaijan’s proposal on formation an expert group within the frames of the OSCE, what was welcomed by the Armenian side. Moreover, as Armenian Foreign Minster Vardan Oskanian stated yesterday, the presence of observing missions in these territories is beneficial for Armenians as well, since the question of the refugees from Getashen, Shahumian and Northern Mardakert can be raised in this case. To remind, the above-mentioned territories were occupied by the Azeri forces with the help of the Soviet Army, while the population was either deported or killed.
