EU Going to Implement Green Card System

The European Commission has elaborated a new strategy for attracting manpower. EU Commissioner for Justice, Freedom and Security Franco Frattini stated that a system resembling American Green Card will render foreign specialists the right of work and residence. According to ITAR-TASS news agency, the draft bill will be submitted to the representatives of the EU member-states December 21. Presently the European Union faces the threat of population aging and is interested in attracting specialists, mostly doctors, engineers and scientific workers.
