Yerevan and Baku Should Inform Citizens of Advantages of Karabakh Problem Peaceful Settlement

The London meeting of Armenian and Azerbaijani Foreign Ministers Vartan Oskanian and Elmar Mammadyarov resulted in a statement on holding a presidential meeting in February in France. The upcoming meting of the Presidents is important since it will be the first meeting after the Kazan negotiations in 2005, International Crisis Group (ICG) project director Sabina Freizer stated. “Though signing of a treaty does not seem possible they may come to an agreement within the “framework document”, which could be a basis for the further negotiations”, Ms. Freizer said. She noted it would be “the result of two-year talks promoted by the OSCE Minsk Group within the Prague process as well as the first document signed by the Presidents of Armenia and Azerbaijan.”

“I hope this agreement will be a public document and will be spread by the leaders of both states to start public debates on the issue,” she added. “The debates will certainly be complicated but very important. Local self-government bodies should inform the population of the contents of the peaceful agreement and explain the advantages of a peaceful settlement of the Nagorno Karabakh conflict,” Ms. Freizer resumed.
