Progress in the Nagorno Karabakh settlement is hard to expect before completion of presidential elections in Armenia and Azerbaijan in 2003. As reported by “Mediamax” agency, US co-chair of the OSCE Minsk group Rudolf Perina stated it. In his words, advance is possible only after the elections and until that time the co-chairs will engage in preparatory work. It would have been unfair to accuse any of the parties of dragging out the negotiations, Perina noted. “The most difficult thing in the cause is to persuade the parties into compromising and making hard decisions, at the same time helping them to save their “face.” In such cases we remind them that the hard decisions made today will be recompensed in the future,” – the mediator noted.
