Doing Business annual report, published by the World Bank and the IFC, has summed up the research on “the degree of simplicity of doing business” in 175 countries of the world in 2005-2006. Not only the state of affairs (overall rating), but also dynamics – changes in regulatory policy within the past year – were evaluated. On that indicator East European and African countries are leading. Here the atmosphere for running business is improving faster. Time and financial expenses, necessary for creating a company, coasts of its activities, specifically commercial operations, tax burden, as well as the coast of liquidation of the company were also taken into account as well.
As a result the top ten on the reform dynamics is (in order) Georgia, Romania, Mexico, China, Peru, France, Croatia, Guatemala, Ghana and Tanzania. It is considered that among the CIS states Armenia, Azerbaijan, Belarus, Kazakhstan, Kyrgyzstan, Moldova, Russia and Ukraine have held at least one reform. No reforms were registered in Tajikistan, while Uzbekistan in the opinion of the researchers, even complicated conditions for doing business.
Armenia is the CIS leader on the overall rating (34th place), followed by Georgia (37th) and Kazakhstan (62nd). Worst indicators in the region have Tajikistan (133rd) and Uzbekistan (147th), Russia is in the middle of the list (96th), being three positions behind China, while passing ahead of Brazil and India. Ukraine and Belarus go evenly, occupying 128th and 129th places in the world rating correspondingly.
