PASSING POWER IN AZERBAIJAN MAY BE ACCOMPLISHED IN STATE OF EMERGENCY, BAKU OBSERVERS CONSIDER

The Azeri ruling elite is going to accomplish transfer of power in state of emergency. It “will let appoint a successor, and not to drag him through presidential elections.” According to the information provided by “De Facto” agency, Azeri press expresses such opinion in the course of discussion of the bill “On emergency situation.” As noted by “Echo” newspaper, the work to prepare the bill to its second reading will be completed next week. The bill provides for bringing in situation of emergency in separate territorial units of Azerbaijan and not the entire country territory. Emergency situation can be introduced for no more than 60 days, in the course of which “elections and referendum are not held in the territory, where emergency is announced.” In Baku observers’ opinion, the forecasts on passing power under the conditions of emergency situation in Azerbaijan nearly repeat the Russian case. But the political passiveness of the population, recognized also by opposition observers, lets pushing forward a candidate from the authorities also in case of quite legal elections, “Echo” notes.
