Military actions are not the only resistance to terrorism. French ambassador to Armenia Anri Quni stated that at the “International struggle against terrorism” seminar taking place in Yerevan. The military actions, according to the ambassador, might only ease the tension temporarily, but they are not able to struggle against its causes. As an example, A. Quni stated the case of Afghanistan, where the military measures did not settle anything. Whereas, in his opinion, economic aid can have an impact. According to the ambassador, the cause of the terrorist acts, as a rule, is the lack of political perspectives, illegality, and conflicts. “The efficiency of the struggle against terror is based on the principle of predominance of the political factor over the military one and the international law and order”, he stated noting that, to struggle against terrorism, intergovernmental cooperation is needed.
