The most part of the Council of Europe and OSCE commissions is already included in the electoral code of Armenia in force as supplements and amendments. International Foundation for Electoral Systems commissioner on Armenia Albert Dicy told “Arminfo” agency it. In his words, when comparing the elections in Armenia in 1995 with the present pre-electoral situation on the basis of the OSCE and the Council of Europe reports the progress is apparent. Albert Dicy mentioned decentralization of local authority and fulfillment of the most part of the recommendations of international observers among positive elements. As Dicy noted, the delegation headed by him is going to actively support the central electoral commission of Armenia both in holding elections for the local self-government bodies and the following presidential and parliamentary elections. Dicy reminded that an agreement was reached recently by the USAID and the central electoral commission that American organizations would contribute to the commission in the electoral process.
