An impression that the Council of Europe tries to thrust Azerbaijan’s approaches regarding the Nagorno Karabakh issue on Armenia is created. PACE Armenian delegation member Armen Rustamian has stated that in his interview with «De-facto» agency. According to him, the reports of the PACE monitoring commission on meeting of Armenia and Azerbaijan’s commitments to the CE that will be heard at the September 26 PACE plenary session includes statements regarding the Nagorno Karabakh issue wording of which copies the terms used by the Azeri party. Namely: «occupied territories», «territorial conflict», etc. As it is known, the official Baku presented these terms aiming at convincing the international community of that the Nagorno-Karabakh issue is allegedly nothing else than an opposition between Armenia and Azerbaijan. According to Rustamian, the Armenian side’s efforts to change or to withdraw these terms were not successful. It was just managed to insert some additions into the report on Armenia where after the expression «territorial conflict» is added «and other issues that are discussed by the OSCE Minsk group». These amendments are not included in the report on Azerbaijan. The Armenian parliamentarian noted, such terms have a direct underlying theme and are concerned directly with the heart of the conflict while the CE’s role in the Karabakh conflict settlement is clearly determined – to see to it that the issue is settled through peaceful means, and nothing else. In essence, the CE has gone beyond its commissions. And what is more, the Council of Europe, appointing the reporter on Nagorno-Karabakh, has never managed to conduct monitoring in Nagorno-Karabakh.
