When conflict parties do not wish to come to an agreement, mediators are not able to do anything. OSCE Baku representative office head Peter Burhard stated that commenting on the fact of unsettled state of the Nagorno-Karabakh conflict for eight years of peacemaking activities of the OSCE Minsk group. As Baku media reports, according to Burhard, the main reason of the impossibility of achieving peace is the unwillingness of the conflict parties to compromise. The OSCE only gives framework for negotiations, he continued. At that, the Minsk group co-chairs are not rendered the mandate to participate in the talks and only have the role of mediators. Answering the question on possibility of imposition of sanctions against one of the parties in case of non-constructive position, Burhard noted the OSCE opportunities are extremely limited. According to him, all decisions of this organization are made on the basis of mutual consent but other models as “mutual consent minus 1” are also used as it was applied to Yugoslavia. Answering the question why such a model was not used at the OSCE summit in Lisbon in 1996 during the discussion of the Nagorno-Karabakh issue (when Armenia vetoed the final document), Burhard answered the discussions had their difficulties.
