Official Baku can sit at a bargaining table with Nagorno Karabakh “if Armenia withdraws and does not interfere in the negotiation process.” As reported by “Zerkalo” Baku newspaper, Azeri foreign minister Vilayat Guliyev stated when commenting on a recent statement by Nagorno Karabakh leader Arkady Ghukasian that “in case Nagorno Karabakh is included in the negotiation process as a party to the conflict, the conflict can be settled very quickly.” As written by the newspaper, a senior Azeri official makes such a statement for the first time. Whether this is an unplanned “spontaneous action” by the minister or a change in official Baku priorities regarding holding negotiations on the Karabakh conflict settlement, “Zerkalo” notes, will most likely become clear after the presidential election in Azerbaijan, of course, if the country authorities are not changed.
