Displaced needy families from Artsakh to get aid through December

Displaced low-income families from Artsakh will receive government financial support until December, according to a decision adopted by the Armenian government.

Under the proposal, a family is considered low-income if its per capita monthly income does not exceed 55,000 drams, reports Sputnik Armenia.

However, some categories of displaced persons will not qualify for this assistance:

  • Those temporarily residing in state-run social protection institutions.
  • Those housed in government- or community-owned premises.
  • Those living in hotels or guesthouses with state support.
  • Families with at least one member who solely owns residential property in Armenia, or who collectively hold 50% or more of such property through shared ownership.
  • Families with a member owning a vehicle manufactured after 2017, or with a vehicle tax exceeding 15,000 drams annually.

According to the plan, monthly support will be 40,000 drams for the first forcibly displaced family member and 10,000 drams for each additional displaced member.

Based on information from Armenia's National Security Service, applications for assistance will be rejected if the individual is found to be not physically present in Armenia.

As of April 1, 2025, the social aid program for displaced people from Artsakh was scaled back. Able-bodied individuals no longer receive monthly rent support of 40,000+10,000 drams. During a mass rally on March 29 at Freedom Square, the Council for the Protection of Artsakh Residents’ Rights demanded the reversal of this decision and appealed to both Armenian authorities and the international community.

According to the Ministry of Internal Affairs’ Migration and Citizenship Service, 115,365 people were forcibly displaced from Artsakh since September 2023, with about 4,400 having already received Armenian citizenship.
