Ex-Mayor accused of illegal property grabs worth over $6M

The Anti-Corruption Court is examining the case of former Minister of Transport and Communication, ex-Mayor of Yerevan, and former head of the Kentron district, Gagik Beglaryan, involving large-scale misappropriation of state assets. The hearings are being presided over by Judge Suren Khachatryan.

According to Factor.am , Beglaryan is charged with abuse of official authority and money laundering.

The indictment states that between October 1, 2002, and March 4, 2009, as head of the Kentron district, and from March 4, 2009, to December 8, 2010, as mayor of Yerevan, Beglaryan used his extensive administrative powers to appoint officials, manage municipal assets, propose property transfers, allocate budget funds, and sign financial documents. He is accused of orchestrating the appropriation of 25 real estate assets, valued at a total of 2,327,584,000 AMD, converting them to his ownership or to that of connected individuals. He allegedly initiated and facilitated the laundering of several properties obtained through illicit means.

Two other individuals are also charged in the case.

Gagik Gyanjuman is accused of abusing his position as acting, then official head of the Kentron district in 2009. Under Beglaryan’s influence and driven by personal interests, Gyanjuman allegedly legalized illegally obtained assets, concealing Beglaryan’s ownership by transferring the properties via lease, donation, or sale agreements to affiliates of Beglaryan.

Gagik Baghdasaryan, who worked under Beglaryan in various roles from 2002 to 2009, and from August 3, 2009, as deputy head of the district, is accused of assisting in the misuse of official power and in the legalization of unlawfully acquired property.
