Armenia’s parliament lags behind on public trust

Armenian ctizens praise the armed forces and church, while parliament and city administration receive the lowest approval ratings.

The international Republican Institute (IRI) conducted a nationwide phone survey from June 16 to 26, 2025, among 1,505 respondents, including displaced persons from Nagorno‑Karabakh, with a margin of error of ±2.5 points.

A majority of respondents (72 %) expressed positive views on the performance of Armenia’s Armed Forces, with 24 % dissatisfied and 4 % undecided or non‑responsive.

The Armenian Apostolic Church earned a 58 % approval rating, while 35 % were disapproving and 6 % unable to respond .

Favourable opinions were reported for regional governor’s offices (56 %), while 33 % were dissatisfied and 11 % neutral or non‑responsive. The police scored 54 % approval, 41 % disapproval, and 4 % non‑answers.

Satisfaction with military leadership stood at 48 %, against 44 % dissatisfied and 8 % neutral or unsure. Local self‑government bodies were positively rated by 52 %, with 42 % unhappy and 7 % declining to answer.

The National Security Service received 46 % support, 42 % criticism, and 11 % no response. The Human Rights Defender earned 44 %, with 41 % disapproval and 15 % non‑responses.

Only 38 % were satisfied with the Prime Minister’s office, 58 % expressed dissatisfaction and 4 % remained neutral. Ministries scored similarly—38 % positive, 53 % negative, 9 % non‑answers.

The Commission on Prevention of Corruption drew 35 % approval, 55 % dissent, and 9 % neutral or non responding. The Prosecutor General’s Office had 35 % satisfaction, 47 % dissatisfaction and 18 % non‑response.

The Yerevan municipal government was positively viewed by just 33 %, while 65 % disapproved and 2 % declined to answer. The Presidential Administration received 32 % approval, 53 % disapproval, and 17 % no comment. Ratings for the courts were 31 % positive, 52 % negative, and 16 % no answer.

Finally, just 24 % of respondents rated the National Assembly positively, while a strong majority—72 %—expressed dissatisfaction, and 4 % abstained or could not answer.
