Justice Minister Srbuhi Galyan emphasized that amending or adopting a new constitution will not occur via referendum before elections. “I’ve always said we must do everything to have the new constitution text ready before the 2026 election,” she stated, reports “Pastinfo.”
The minister recalled that discussions on constitutional reform began immediately after the revolution. She said it is wrong to tie the process to external influence: “It is not correct to connect constitutional changes to any external factors. It is our internal matter, and our people will decide whether they want a new constitution.”
Earlier, Prime Minister Nikol Pashinyan, presenting the tenets of the “Real Armenia” ideology, emphasized the importance of adopting a new constitution via a nationwide referendum. He noted that previous referendums lack legitimacy in public perception. Pashinyan said the main goal is to move away from a “state-less nation’s residual practices and form a state-building people’s modus operandi” based on constitutional harmony and democratic participation.
