PSRC: electricity tariff changes clarified at year-end

Public Services Regulatory Commission (PSRC) head Mesrop Mesropyan said that any changes in electricity tariffs are only confirmed at the end of the year, when recalculations take place. Only then will it be clear whether tariffs will rise or fall.

“Tariffs aren’t set by Karapetyans, that’s mistaken phrasing—our Commission makes those decisions. And if the cost isn’t raised now, when would it?” Mesropyan told reporters after a government session, reports Panorama.am .

Responding to a journalist’s remark that the Karapetyan family prevented a tariff hike while interim ENA manager Romanos Petrosyan and Mesropyan hint at a possible increase, Mesropyan said he is not suggesting any price rise.

“Your question is theoretical; I am obliged to tell the truth in theoretical terms. I am not hinting at a tariff increase. The question has two answers: yes, it could rise; no, it might not. When the Commission begins the year‑end recalculation process, that’s when it becomes clear whether the tariff will increase or not. We cannot make bold proclamations out of thin air,” he stated.

Two‑month‑detained businessman and philanthropist Samvel Karapetyan and his family have won an emergency arbitration case initiated against the Armenian government over the arbitration involving ENA becoming state‑owned.

On July 22, 2025, the Stockholm Chamber of Commerce issued an expedited arbitration ruling mandating Armenia not to enforce provisions from the new “Energy” and “Public Services Regulatory Body” laws concerning ENA, and to halt any further steps toward its takeover.

The Government of Armenia responded to the Stockholm Chamber of Commerce's July 22 arbitration decision on the ENA matter, stating that “the subject of the dispute differs from the purposes of appointing an interim manager.” They affirmed respect for the ruling, while noting that everyone must also follow Armenian legislation.
