Romanos Petrosyan, the temporary manager of the Electric Networks of Armenia (ENA), has implemented several personnel changes in the company's senior leadership based on approved legal acts. He announced the updates via his Facebook page.
In particular:
- Levon Ohanyan, with around 25 years of experience in public administration and the private sector, has been appointed Deputy General Director and Director of Sales.
- Armen Shahnazaryan, also with about 25 years of experience in financial administration and private sector roles, has been named Deputy General Director and Director of Economy and Finance.
- David Sargsyan, who has a similar background in state administration and the security field, has been appointed Deputy General Director and Director of Security and Oversight.
- Arman Smbatyan, with approximately 20 years of relevant experience, has been appointed Deputy Director of Sales and Director of Energy Sales Service for Yerevan.
The stated objectives of the temporary manager’s term include “preventing the deliberate creation of an energy crisis, ensuring public order, eliminating risks to national security, preventing the concealment of past abuses at ENA, and averting future misconduct.”
Businessman and philanthropist Samvel Karapetyan, currently under two-month detention, and his family have won an emergency arbitration case against the Armenian government regarding the nationalization of ENA.
On July 22, 2025, the Emergency Arbitration of the Stockholm Chamber of Commerce ruled that Armenia must refrain from applying recently adopted provisions under the "Law on Energy" and the "Law on the Public Services Regulatory Commission" to ENA. The ruling also mandates halting any further steps toward its expropriation.
In response, the Armenian government acknowledged the July 22 ruling by the arbitration body. It emphasized that "the scope of the dispute is different from the goals behind appointing a temporary manager." The statement added that while the ruling will be respected, all parties must still act in accordance with Armenian legislation.
