Yerevan Mayor Tigran Avinyan stated on his Telegram channel that the city has undergone major changes in recent years, transforming into a “modern, digital city that rapidly responds to residents’ needs.”
“In 2021, the corridors of Municipality were still filled with carts loaded with paper documents. Today, Yerevan is a modern, digital, and responsive city,” Avinyan wrote.
He detailed key reforms:
- The launch of Active Citizen, a platform for participatory governance that ensures transparency and accountability.
- The introduction of a unified electronic services portal, where citizens can access all their debt, permit, and correspondence information in one place.
Avinyan also noted that 12 municipal departments now use GIS (Geographic Information Systems) to coordinate their activities in areas such as:
- Waste management monitoring
- Urban planning with 3D models
- Transport route optimization
- Smart irrigation systems for green spaces
These changes were implemented in just six months and earned international recognition. In 2025, Yerevan and its partner GEOVIBE received the SAG Award at the global Esri GIS conference.
The next phase of the city’s digitalization will involve the creation of a “digital twin” of Yerevan that integrates aerial, ground, and underground data layers. This will enable better scenario analysis and data-driven decision-making.
“Our vision is for Yerevan to be not just beautiful, but also: digital, flexible, data-driven, and open to innovators and creators,” Avinyan concluded.
