ENA halts purchases worth over AMD 3 billion

At the initiative of Romanos Petrosyan, temporary manager of the Electric Networks of Armenia CJSC (ENA), several procurement processes with a total estimated value exceeding 3 billion drams have been canceled.

Based on Article 52.1, Clause 2, Sub-clause 5, and Clause 3 of the RA Law on Energy, which grants the temporary manager full executive authority during their mandate, four previously initiated procurement procedures for the company's needs have been terminated.

According to the official announcement, these decisions were prompted by structural irregularities identified in the tenders, including discriminatory technical specifications, limited participation, a lack of transparency, and subjective evaluation methods.

The suspended tenders were part of an investment program aimed at acquiring electrical equipment, meters, cables, and various services through separate lots.

Currently, under the manager’s directive, new procurement processes are being prepared for acquiring the necessary equipment and materials. Tools are also being developed to ensure transparency, fairness, and inclusiveness throughout these procedures.

The procurement system is undergoing a comprehensive review, and only upon its completion will the company resume new tenders, strictly adhering to Armenian legislative and legal standards.

The temporary suspension of procurement is aligned with the most urgent and high-priority needs in the technical and energy sectors, including medium-term planned projects.

Electric Networks of Armenia CJSC announced that procurement processes for company needs will resume according to schedule, starting in the first ten days of August.

On July 18, the Public Services Regulatory Commission initiated proceedings against HETS following a government report and appointed former State Oversight Service head Romanos Petrosyan as interim manager, who has since implemented staffing changes in the leadership.

On July 23, businessman Samvel Karapetyan’s legal team reported winning an emergency arbitration case against the Armenian government. In response, the executive branch highlighted that all parties must abide by both national laws and international treaties governing the recognition and enforcement of arbitration awards.
