Electric Networks of Armenia (ENA) will officially begin several large-scale procurement processes for project design works simultaneously, according to the company’s interim manager, Romanos Petrosyan.
“To calculate the precise preliminary cost estimates for the procurement items, we will first conduct quotation (price inquiry) procedures. To ensure maximum participation from energy-sector operators, we will launch an extensive awareness campaign,” Petrosyan said.
These procurements are part of the annual investment program with a budget of approximately AMD 50 billion and pertain to design work related to substation reconstruction and modernization, construction of electrical lines, and tens of thousands of connections.
“P.S. Let me remind you: until now, these volumes of work were handled by a single monopolistic organization—on its own terms and at prices it dictated ,” Petrosyan wrote.
On July 22, 2025, the Emergency Arbitration of the Stockholm Chamber of Commerce ordered the Republic of Armenia not to enforce provisions from the recently adopted laws on “Energy” and “Public Services Regulatory Commission” against ENA and to halt further steps toward potential expropriation of the company.
In response, the Armenian government stated that the arbitration ruling concerns a different dispute than the decision to appoint an interim manager. It emphasized that while respecting the ruling, all parties must also comply with Armenian law.
