Sarik Minasyan appointed head of Gyumri’s “Ghars” ENA branch

Head of the Civil Contract faction of Gyumri City Council, Sarik Minasyan, has been appointed director of the Gyumri "Ghars" branch of the Electric Networks of Armenia (ENA). Minasyan confirmed his appointment to Factor.am .

“I accepted the offer because it allows me to stay in Gyumri and keep my council mandate,” he said.

Days ago, media outlets speculated about Minasyan possibly becoming Minister of Labor and Social Affairs, but he denied those reports, stating he would decline any position that interfered with his council responsibilities.

Before assuming his current role, Minasyan managed the Gyumri Territorial Center of the Unified Social Service. Discussing his new sector, Minasyan emphasized the need for managerial skills.

“You need a manager. It doesn't necessarily require an electrician. The issues are familiar to me as well as to any other citizen of Armenia,” Minasyan stated.

He will officially start his duties from August 4. He has already met with staff and intends to make personnel changes, emphasizing integrity and professionalism as key criteria.

On July 22, 2025, the Stockholm Chamber of Commerce Emergency Arbitration Tribunal ruled against Armenia's recent measures on ENA, ordering suspension of enforcement actions under the new energy laws and halting steps towards possible seizure of the company.

The Armenian government responded by noting the arbitration ruling addresses different issues than the decision to appoint a temporary manager. The government stated it respects the arbitration but emphasized adherence to Armenian legislation as obligatory.
