АNC accuses Pashinyan of concealing Washington deal

Levon Zurabyan, coordinator of the Armenian National Congress (ANC), claims that three bilateral memoranda signed between Armenia and the United States in Washington have not been made public, despite more than twelve days having passed since their signing.

“On August 8, in addition to the trilateral declaration between the U.S., Armenia, and Azerbaijan, Prime Minister Nikol Pashinyan signed three bilateral memoranda with the U.S.:

  1. Partnership on capacity development within the Crossroads of Peace initiative;
  2. Innovation partnership in artificial intelligence and semiconductors;
  3. Partnership in the field of energy security,” he stated.

Zurabyan noted that, despite the government’s promotional efforts, none of these documents has been published to date.

“NOW PAY ATTENTION. None of these three memoranda—touted day and night by Pashinyan and his propaganda machine as a great achievement—has been released, even 12 DAYS after signing,” he wrote.

He also accused the Prime Minister of misleading the public during his August 21 press conference by claiming that the full content of the Washington agreements is reflected in the one-page trilateral declaration.

“In his August 21 press conference, Pashinyan pretended that the entire content of the Washington agreement is outlined in the one-page trilateral declaration and urged the public to judge the agreements solely based on that,” Zurabyan said.

According to him, the first memorandum—on the Crossroads of Peace project—contains a provision describing a 99-year lease of the “Zangezur corridor”. He believes the text is being deliberately concealed due to the potential public backlash it could provoke.

“This is where Pashinyan’s Great Deception lies. The deal granting a 99-year lease of the Zangezur corridor is included in the first memorandum, whose text is being hidden from the Armenian people. The second and third memoranda also remain unpublished, as revealing them would only further expose why the first is being withheld,” Zurabyan claimed.

He accused the Pashinyan government of disregarding the public and lacking transparency: “It’s simply astonishing how a regime that calls itself democratic and transparent can so blatantly disregard its own people.”

Zurabyan urged the media to press the authorities for answers to three key questions:

  1. How were the terms defined under which Armenian territory is leased for 99 years to Azerbaijan for a link to Nakhichevan, as described in the memorandum of understanding?
  2. Have these documents been classified under Armenia’s Law on State Secrets, and if so, by which agency and based on what justification?
  3. If they are not classified, why have they not been published, despite the passage of twelve days?

On August 8, a trilateral declaration was signed at the White House by Armenian Prime Minister Nikol Pashinyan, U.S. President Donald Trump, and Azerbaijani President Ilham Aliyev, summarizing the outcome of talks in Washington.

During the same event, Armenian Foreign Minister Ararat Mirzoyan and Azerbaijani Foreign Minister Jeyhun Bayramov preliminarily signed an agreement “On the establishment of peace and interstate relations between the Republic of Armenia and the Republic of Azerbaijan” in the presence of the U.S., Armenian, and Azerbaijani leaders.
