According to Armenia’s National Security Service, as of July 1, 2025, 38,030 citizens forcibly displaced from Artsakh in September 2023 have left Armenia. http://Factor.am reported the figures.
Of them, 22,508 later returned, meaning that 15,522 displaced persons have not come back to Armenia.
On September 19, 2023, Azerbaijan launched a large-scale attack on Artsakh, bombarding the entire territory. On September 20, the authorities of Artsakh agreed to a ceasefire proposal mediated by the Russian peacekeeping mission, which required the disarmament of the Defense Army and the dissolution of the Republic of Artsakh. Forced displacement began on September 24, with more than 100,000 people fleeing to Armenia. Reports indicate that around 20 Armenians remained in Artsakh. On September 28, President Samvel Shahramanyan signed a decree on the dissolution of Artsakh, effective January 1, 2024.
