The Asian Development Bank (ADB) will provide Armenia with a €45.3 million loan to improve healthcare quality, according to a bill approved in the first reading during the September 1 session of the National Assembly’s Standing Committee on Financial-Credit and Budgetary Affairs.
The draft law seeks to ratify the “Healthcare Quality Improvement Program” loan agreement signed between the Republic of Armenia and ADB on February 28, 2025.
Lena Nanushyan, Armenia’s First Deputy Minister of Health, said the agreement is a results-based loan aimed at enhancing the quality of medical care and services. The program aligns with the Armenian government’s 2021–2026 strategy and the Ministry of Health’s 2023–2026 strategic plan.
Key components of the program include:
- Construction and renovation of healthcare facilities
- Digitalization of service quality assessment and accountability
- Licensing of medical institutions
- Development of human capital in the health sector
- Implementation of a pilot telemedicine project
- Expansion of electronic health tools
Nanushyan noted that the program took nearly two years to develop and several preparatory steps have already been taken. About €16.76 million will be allocated for the construction or renovation of 24 medical institutions. Additionally, the project will launch a licensing process for doctors as part of efforts to strengthen human capital.
The bill has received a positive review and will be included in the agenda of the National Assembly’s 10th session of its 8th convocation.
