Armenia plans to digitize all cadastre records

A new draft law amending the Law on State Registration of Rights to Property proposes that starting from January 1, 2026, all documents submitted to and issued by the Cadastre Committee be stored exclusively in electronic format.

The proposal was presented at the September 2 session of the National Assembly’s Standing Committee on Economic Affairs by Suren Tovmasyan, head of the Cadastre Committee.

He emphasized that adoption of the bill would significantly expand electronic document circulation and reduce the need for paper archives.

The bill suggests amending Article 24, Parts 1 and 3, of the law. Accordingly, the primary way of applying to the State Register of Real Estate will be through the electronic system available on the Cadastre’s official website, while in-person applications at service offices will be considered exceptions permitted by law.

The process for submitting documents will also be modified: paper documents presented to the Cadastre must be digitized and included in the electronic property file.

The draft law received a positive opinion from the committee.
