Armenia, Turkey agree on steps for Gyumri–Kars rail link

Armenia and Turkey have agreed to take steps towards reactivating the Gyumri–Kars railway, as part of broader efforts to normalize bilateral relations, Armenia’s Foreign Ministry reported.

During their sixth meeting held in Yerevan, Armenia’s special envoy and Deputy Parliament Speaker Ruben Rubinyan and Turkish Ambassador Serdar Kılıç reaffirmed their commitment to advancing the full normalization of relations. The sides reviewed previous agreements, including the one reached on July 1, 2022, regarding border procedures, and pledged to expedite implementation.

They also agreed that relevant authorities from both countries will conduct technical assessments needed for restoring and operating the Gyumri–Kars railway and the cross-border power transmission line.

In addition, the representatives committed to enhancing cultural and academic collaboration, including initiatives like establishing scholarship opportunities for university students and jointly restoring the bridge on the historic Ani/Silk Road route.

The parties also discussed enabling interested airline companies to operate new routes starting in the summer of 2026, which would increase the number and frequency of flights between the two nations.

“In conclusion, the special representatives reaffirmed their commitment to continue the process without any preconditions,” the statement said.

Kılıç was welcomed by Rubinyan at the Margara border crossing point.
