At its September 17 session, the Public Services Regulatory Commission (PSRC) dismissed the administrative appeal submitted by Electric Networks of Armenia (ENA).
On May 29, 2025, the PSRC extended ENA’s guaranteed supply license until February 1, 2029. The company contested the decision, seeking to annul it and reinstate the previous license term.
During the proceedings, the PSRC confirmed that the decision fully complied with the law. It noted that once the original term expired, guaranteed electricity supply measures had to be carried out under the government’s program, which allowed the license to be extended only until February 2029.
Based on this reasoning, ENA’s appeal was rejected.
On July 22, 2025, the emergency arbitration of the Stockholm Chamber of Commerce ordered Armenia not to enforce provisions of recently adopted energy legislation against ENA and to halt possible expropriation steps. The Armenian government responded that the arbitration ruling concerned different issues than those related to the appointment of a temporary manager, stressing that while the ruling is respected, all parties must also follow Armenian law.
