New bill allows automatic income declarations

Citizens who have no income other than what is already recorded in the State Revenue Committee (SRC) database may now be exempt from accessing the income declaration system. In such cases, the income declaration will be considered submitted based on the automatically filled data provided by the SRC.

The new draft was developed through joint efforts between the ruling Civil Contract parliamentary faction and the government. Details were presented by MP Babken Tunyan, according to Armenpress.

“We’re preparing to significantly simplify the income declaration system for individuals,” Tunyan stated.

Currently, all employed citizens of Armenia are required to log into the income declaration system using an electronic signature and submit their declaration by November 1. Once logged in, users see various pre-filled fields, such as their salary, based on data already recorded by the SRC. If needed, they can add further details and confirm the declaration.

“We are now changing that logic. If a citizen believes they have no additional income beyond what the SRC sees, they may skip logging in entirely. After November 1, the declaration will be automatically considered submitted based on the available SRC data. This means there will be no penalties for not filling out the form in such cases,” Tunyan explained.

Since the SRC will automatically generate these declarations, new tools are being added to the system to expand data access. For citizens who still wish to complete the process manually, an assistant function will be available. If the citizen consents, the SRC will also retrieve bank income data, such as interest from deposits, and auto-fill that information.

“This is meant to make people’s lives easier. We’re moving away from a punitive model and toward a motivational approach,” Tunyan said. “While there’s no penalty for skipping the declaration in eligible cases, citizens must log in and confirm their declaration to qualify for social credit benefits, such as reimbursements for education and healthcare expenses.”

The Civil Contract faction plans to pass the bill through an expedited process to have it enacted by November 1.

All employed citizens in Armenia must submit income declarations by November 1. Those who do and have incurred educational or healthcare expenses for themselves or their family during the reporting year may be eligible for social compensation.
