New development takes place in the world at present, especially after the events of September 11-th in USA. It concerns the interests of Armenia, Nagorno Karabakh and the entire Armenian diaspora. The Declaration, passed by the participants of “Armenia-diaspora” forum, which has already finished work, says this. The document notes that the Armenians from all over the world cannot be indifferent towards the new challenges. Armenia and the diaspora have common history, common goals and problems, and unification of the material and human potential will let solve the existing problems. The Armenians, who in the course of the entire history experienced ascents and falls, had victories and defeats, have made their contribution to the development of the world civilization. At the beginning of the 20-th century the Armenian people got a hard blow, when the Ottoman Turkey planned and committed the first genocide in the human history, which took the lives of 1.5 million Armenians and destroyed the West Armenian material and cultural values created in the course of ages. Having overcome the consequences of the genocide and the numerous obstacles on the way of the Armenian nation, including absence of conditions for creating independent statehood within the Soviet period, the Armenian people was able both to preserve and develop education and culture. The proclamation of the independent and sovereign Republic of Armenia became a big victory of the Armenians at the end of the 20-th century. At present, preservation of the Armenian statehood, provision of its development and strengthening is the holy duty of the Armenians of the entire world. Every Armenian should contribute to the national revival, development and making progress in Armenia-diaspora relations. New approaches and commitments are necessary to achieve these goals under the conditions of the state independence. Armenians may be foreigners in their fatherland, and the Republic of Armenia has undertaken measures to overcome the constitutional ban on dual citizenship. Today the Armenians again confirm their responsibility and the comprehensive assistance to the Nagorno Karabakh Republic, in particular in solving social-economic problems, enhancing the standard of living, providing security and creation of the necessary conditions to fulfill the material and mental needs. The declaration in particular states the resoluteness of the Armenians to attain the international community’s recognition of the Armenian genocide in Ottoman Empire in 1915.
