Health Minister Anahit Avanesyan announced that Armenia will begin implementing its national health insurance system in 2026, with the initial phase covering individuals aged 65 and above. The state will fully pay their insurance premiums.
In a Facebook post, Avanesyan outlined the key eligibility criteria:
- Armenian citizenship
- Residency in Armenia for more than 183 days
She clarified that people aged 65 and older will be included in the insurance system regardless of the following factors:
a) Whether they have a disability or functional limitation defined by official assessment systems
b) Whether they are employed or have income
c) Whether they suffer from chronic illnesses
d) Whether they belong to any socially vulnerable groups
The national health insurance program is set to roll out in multiple phases starting in 2026. The Armenian government approved the concept in 2023, aiming for full mandatory coverage by 2027. Initially planned to start with pensioners in 2025, the launch was postponed.
