Armenia’s Cadastre Committee has proposed a new automated electronic system for self-registration of property transactions, allowing citizens to complete and register real estate contracts—such as sales or transfers—online, without notarization.
Committee Chair Suren Tovmasyan presented the initiative at a meeting of the parliamentary Economic Affairs Committee, saying the system aims to simplify procedures and improve accessibility, safety, and efficiency for users.
The new platform will be integrated with the national "I am" digital ID system. After verifying their identity, users can access a personal dashboard and sign contracts electronically using a digital signature.
Once both buyer and seller sign the agreement online, the system will automatically forward the document to the Cadastre’s central database for registration without staff involvement.
Tovmasyan said the project will include a 1.5-year pilot phase, during which both technical and legal aspects will be tested.
“With this system, citizens will save both time and money. Immediately after signing, the platform will auto-generate the registration certificate. No additional fees or waiting periods required,” he added.
He emphasized that the initiative aims to simplify transactions, enhance the efficiency of public services, and reduce the administrative burden on citizens.
