Pashinyan announces digital spending refund system

Prime Minister Nikol Pashinyan announced the introduction of a universal cashback system in Armenia starting in 2026. All citizens will receive 2% cashback on non-cash purchases, he said during preliminary discussions on the 2026 state budget in Parliament.

The current cashback program for pensioners will expand. Beginning in 2026, the refund rate for pensioners will increase from 12% to 20%, according to a report by Factor.am .

“This is essentially a pension increase,” Pashinyan stated. “But within the logic of public solidarity, we’re also creating a mechanism where pensioners contribute to sustaining their own income. There’s nothing reprehensible in that.”

Since September 1, 2024, pension and benefit recipients in Armenia have been eligible for 12% cashback, up from 10%, on digital purchases, with the refund cap increased from 5,000 to 6,000 AMD.
