Forbes magazine has published an article by Armenia’s Minister of High-Tech Industry, Mkhitar Hayrapetyan, titled “How Governments Are Using Tax Incentives to Accelerate AI and R&D Development.”
In the article, the minister presents Armenia’s vision as a small country with significant technological potential, stressing that with the right public policies, governments can build innovative ecosystems that foster the growth of advanced technologies.
Hayrapetyan analyzes how various nations use effective tax policies and tech incentives to create innovative economies and accelerate the development of artificial intelligence (AI) and research and development (R&D). He argues that tax incentives have evolved into strategic tools not only for encouraging investment but also for driving scientific and technological progress.
He also introduces Armenia’s new national tech strategy, highlighting government-backed programs and tax incentives implemented in 2025. These include support for talent acquisition and training, reduced turnover tax for small tech businesses, and major tax relief for research teams.
Hayrapetyan further emphasizes the significance of the U.S.-Armenia Memorandum of Understanding signed in August 2025 on cooperation in AI and semiconductor innovation as an important step toward enhancing Armenia’s AI capacity.
