Armenia, Turkey nearing diplomatic normalization: Pashinyan

During the “At the Crossroads of Leadership” panel at the 8th Paris Peace Forum, Armenian Prime Minister Nikol Pashinyan said the opening of the border with Turkey and the establishment of diplomatic relations is merely a matter of time.

He noted that Armenia and Turkey are engaged in very positive dialogue, and currently there is no significant obstacle to reopening the border, Sputnik Armenia reports.

“I believe it will happen, but the timeline is another question altogether. I think we’re approaching a stage where we’ll have fully established diplomatic ties, open borders, economic and political cooperation, and become normal neighbors,” Pashinyan said.

He added that he believes this moment is drawing closer but did not specify an exact timeframe.

Armenia and Turkey have no formal diplomatic relations, and the border has been closed by Turkey since 1993.

In December 2021, Yerevan and Ankara announced their willingness to normalize relations. In 2022, the two sides agreed in Vienna to open the border for third-country nationals and to launch direct cargo air shipments. However, these steps have yet to be implemented. In September 2025, Turkish special envoy Serdar Kılıç visited Armenia. According to Armenia’s Foreign Ministry, both sides agreed to expedite the process of implementing the July 2022 agreements.
