Armenian FM: peace is real, no talks on Constitution

During the Orbeli Forum 2025: Building Peace and Multilateral Cooperation held in Yerevan, Armenian Foreign Minister Ararat Mirzoyan was questioned by a journalist from Azerbaijan’s state news agency, Azertag, regarding possible changes to Armenia’s Constitution.

In response, Mirzoyan said he would have preferred a question that did not reflect Baku’s official discourse, according to 1lurer.am.

“Our answer is very clear: we do not share the perception that there is anything in our Constitution that should concern Azerbaijan. Therefore, we do not consider this a negotiation issue and are not negotiating over it,” said Mirzoyan.

He added that while peace has been established and agreements reached on several key issues — signed and made public — some disagreements remain, and this is one of them. “This is one of those issues where the two countries do not see eye to eye,” he noted, emphasizing that no bilateral agreement exists on the matter.

Mirzoyan reiterated that peace is a reality, with people on both sides of the border experiencing calm, and discussions ongoing regarding civil society contacts, expert visits, and journalist exchanges.

He expressed hope that upcoming developments would lead to the signing and ratification of a final peace treaty by both national parliaments.

“The Republic of Armenia has the political will and is following that path. We’re not responding to any provocative narratives. Let’s hope we will soon sign the agreement, and later ratify it,” he said.

The foreign minister also reminded that the Armenian leadership has spoken of the need for constitutional reform since late 2018, emphasizing that this is purely a domestic matter.

Earlier, Prime Minister Nikol Pashinyan emphasized the importance of adopting a new Constitution as part of his “Real Armenia” political vision. He argued that a new Constitution, passed through a nationwide referendum, would address the public’s lack of trust in previous constitutional changes and shift Armenia toward a more sovereign, democratic model.
