Аrmenia considers restricting milk powder imports

Armenia’s Ministry of Economy is considering the possibility of limiting milk powder imports, according to Armen Yeghanyan, head of the ministry’s industrial department. He made the announcement during a session of the National Assembly’s Economic Affairs Committee, as reported by Sputnik Armenia.

“We are currently discussing regulatory options for milk powder to avoid a situation where domestic milk producers are put at a disadvantage,” Yeghanyan said.

Within the Eurasian Economic Union (EAEU), a 15% customs duty applies to milk powder imported from third countries, aimed at protecting the internal market.

Armenia imports significant quantities of milk powder from these countries, particularly from Belarus (over 5,000 tons annually) and Russia (over 3,000 tons). Imports from Iran have also been growing: around 1,000 tons in 2023 and over 2,500 tons in 2024. Altogether, this equates to approximately 70,000–80,000 liters of milk.

According to statistical data, domestic milk production has remained below 600,000 tons in recent years. Imported milk powder is widely used by local dairy and confectionery producers. Although Armenia does have some domestic milk powder production, it remains limited in scale.
