Former Secretary of the Artsakh Security Council Vitaly Balasanyan expressed hope that displaced Karabakh Armenians will one day return to their homeland. Speaking to Aysor.am, he emphasized that the November 9, 2020 trilateral ceasefire statement has not been annulled.
“No one has canceled the November 9 statement. It remains in force, and I hope it will be implemented,” he said.
When asked whether returning to Artsakh would be safe, Balasanyan replied, “There is no peace or security anywhere in the world.” He added that he would “definitely” return to Artsakh himself if proper security guarantees were provided.
On January 18, Balasanyan had sent a letter to the leaders of Armenia, Azerbaijan, and Russia, urging the restoration of displaced residents’ right to return to Nagorno-Karabakh and calling for guarantees for their safety in line with the UN Charter.
