Justice minister, EU diplomats review reforms progress

Armenia’s Minister of Justice Srbuhi Galyan met with the head of the EU Delegation to Armenia and ambassadors from EU member states to discuss the ongoing reforms in the justice sector.

Galstyan expressed strong appreciation for the partnership between Armenia, the EU, and its member states, thanking them for their consistent support. She emphasized that justice reforms are not only a national priority but also a step toward aligning Armenia’s legal system with European standards. This, she said, helps strengthen democratic institutions, safeguard human rights, and uphold the rule of law.

The meeting covered several key areas:

  • Progress under the “Support to Justice Reform in Armenia – Phase II” program, which recently disbursed a €5.5 million variable tranche to Armenia’s state budget.
  • Ongoing cooperation in the EU visa liberalization process and Armenia’s readiness to implement the required action plan.
  • Updates on constitutional reform and the operations of Armenia’s new arbitration and mediation center.
  • The need for further digitalization of court proceedings and recent developments in this area.
  • Enhancing appeal mechanisms in disciplinary actions against judges.

Special attention was given to the creation of a new, independent body for personal data protection.

Participants also addressed sectoral human rights issues linked to the Office of the Human Rights Defender, including measures to combat discrimination.

At the end of the meeting, EU ambassadors raised additional questions to clarify topics of interest.

Separately, European Commission Deputy Director General for Migration and Home Affairs Johannes Luchner handed Armenian Interior Minister Arpine Sargsyan the official action plan for visa liberalization. The plan outlines necessary reforms in security, border control, human rights, and related areas.
