Health Minister Anahit Avanesyan, during a government–parliament Q&A session, said that the universal health insurance system will be introduced over a three-year period.
“This means that by 2028, our country’s entire population must become health insurance beneficiaries. Until then, we will gradually expand the insurance contribution base year by year, transitioning from state-funded care to insurance,” she said, as reported by 1lurer.am .
In 2026, state-funded healthcare will still be reflected in the state budget. According to the minister, all groups not yet included in the insurance system during the first or second year will continue receiving services through the state order framework.
“Starting in 2026, the first phase funded by the state budget will also cover individuals with disabilities and families scoring more than 28 points on the social vulnerability scale.
This is the government's policy to prioritize resolving the insurance issue for children under 18, individuals aged 65 and older, and other vulnerable groups,” she said.
Avanesyan also noted that in the first phase, individuals earning over 200,000 drams will be included in the system as well.
