Government: housing support for Artsakh refugees unchanged

The Ministry of Labor and Social Affairs of Armenia clarified that recent media reports suggesting changes to the state housing support program for families forcibly displaced from Nagorno-Karabakh are false.

Officials emphasized that no amendments have been made to the existing program, which continues to offer financial assistance ranging from 3 to 5 million AMD per family for purchasing a home or building a house.

Furthermore, a brand-new initiative has been submitted for public discussion. This proposed program targets small families—those with one to three members—and aims to address their housing needs by offering long-term, partial compensation for rent payments. Under the plan, each family member would receive 40,000 AMD monthly for up to 120 months.

The ministry noted that the proposal is currently in the public consultation stage and available on the e-draft.am platform, the unified portal for legal drafts in Armenia.

It was also stated that all public suggestions and feedback submitted within the specified time frame will be collected and, if necessary, incorporated into the program’s final version.

Azerbaijan launched a large-scale attack on Nagorno-Karabakh on September 19, 2023, subjecting the region to heavy shelling. On September 20, the authorities of the Artsakh Republic agreed to a ceasefire proposal by the Russian peacekeeping mission, which included the disarmament of the Defense Army and the dissolution of the republic. Forced displacement began on September 24, with over 100,000 people fleeing to Armenia. Reports suggest only about 20 ethnic Armenians remain in Artsakh. On September 28, President Samvel Shahramanyan signed a decree dissolving the Artsakh Republic effective January 1, 2024. However, on October 19, he issued a second decree voiding that earlier order, contesting reports from the official information center.
